If I understand you correctly, you have a monthly demand charge plus a ratchet 
charge.  Yes, I have done this.  


You need to define 2 electric meters.  The first meter incorporates the kW 
charge including TOU if this is in your rate.

For the second meter 0 the kW charge and customer service charges and just use 
that to set up a ratchet charge.  


See attached documents.  ES-D are the rates for the two meters.  ES-E includes 
the monthly demand charges.  ES-F shows the ratchet charges.

Is it possible to use the actual building demand (kW) to separate the energy 
usage (kWh) into tiers based on a constant multiplied (kWh/kW) and yet still use 
a minimum ratcheted billing demand to calculate the demand charge?
 
So basically, I need to use two different demands to calculate my electric 
charge, is this possible?
