[Equest-users] Fwd: Fw: Mandatory Provisions 5.4

Hi Ty / Nick / eQuest users,
I also have a question about the mandatory provisions with international
projects (Climate-1), a tropical country where heating is not applicable
and wall insulation is not typically being used. Though insulation helps
improve the energy savings a little bit, it's always been a problem for the
owners to agree because of the additional cost for a very minimal effect
(usually <1%).
With the envelope mandatory provisions, using the Performance Rating Method
is it necessary to follow the required insulations / U-values in Table
5.5-1 or does LEED accept some kind of explanation or Local Code stating
that insulation or SC / U-value is really not regulated to show envelope
mandatory compliance?
Does anyone have the same experience for international project?
