Yes, but it doesn't need to operate in cooling mode.

Dear All,

For Appendix G modeling, under G3.1.2.10, there are two exceptions to the requirements for heat recovery:

d. Heating systems in climate zones 1 through 3.
e. Cooling systems in climate zones 3c, 4c, 5b, 5c, 6b, 7 and 8.

Suppose that the baseline systems is VAV with reheat in climate zone 4C.
In this case, the cooling system shall be exempt. However, the same system is used for heating and does not comply with (d) above due to the climate zone. Should one model the baseline case with heat recovery?
