Miguel,

Yes, there is a paucity of  processed typical year weather data for 
Latin American
countries.  However, there are more historical weather data, although 
the data quality
(number of observations and period of record) may be problematic. Look 
at the historical
data web page on my Web site: 
http://weather.whiteboxtechnologies.com/wd-hist
That shows there are historical data for San-Andres(Isla)-S_800010 for 
all years from 2007
through 2012.  These cost $50 each, but I can also create a typical year 
from the last 12
years (2001-2012) for $75.
