I believe there's an option for your exact scenario in defining the energy block type.  Can also be done through the wizards:

Here's the help entry:
Electric Rate - Energy Block Type
Type of electric energy block rate, i.e., the structure of the energy block.
Electric Energy Block Type is used only for Electric Rate Type<JavaScript:TL_610915.HHClick()> = "Block Charges" to indicate the structure of the block(s).
Choices for Electric Energy Block Type are:
"kWh Block" for calculating energy charges, where block sizes are pre-defined based on the units of energy consumed. For example, $0.07 for the first 10,000 kWh, $0.05 for the remainder.
"kWh/kW Block" for calculating energy charges, where block sizes are based on a multiplier on peak electric demand. For example, $xxxx for the first kWh block, where the size of the first kWh block is determined by using a predefined multiplier times the peak electrical demand for each month, hence this type of block will tend to vary in size from one month to the next since peak demand will tend to vary from one month to the next.
"select another" used to indicate that another block is required.
The default Electric Energy Block Type is "kWh Block" since that is the most common type of electric block structure.

You can try inputting utility rates in eQuest as shown in the screenshots below. We also need to add schedule in block charge tab.

I'm not sure how to set up the following rate structure in eQuest:

On the energy side, the cost is $0.01593/kWh for the first 200 kWh per month per kW of max demand, and then $0.007494/kWh for all additional kWh.  This is what I'm not how to set up in eQuest.

An example would be say in a giving month, the bldg. uses 4,880 kWh and has a demand of 20.6 kW.  The total kWh applied to the higher rate ($0.01593/kWh) would be 20.6 kW multiplied by 200 hours, or 4,120 kWh.  The total kWh applied to the lower rate would then be 4,880 kWh minus 4,120 kWh, or 760 kWh.

Does anyone know how to set this rate structure up in eQuest??
