Do you mean the relative humidity on the weather file?

That would require changing the weather file, but that's not a task for the timid because:
1) the weather file is in a binary format that you can't read, so you'd have to convert it 
to ASCII, make the changes, and convert that back.  There are Fortran programs for doing 
that, though.
2) RH is a derived value that's not in the weather file. You would have to change several 
weather elements and make sure that they're all consistent - absolute humidity, wet bulb, 
and enthalpy.
