Rafael,
This pretty straight forward in Trace. I don't have trace in front of me but create two vav systems, one can be shut-off vav, one fan powered vav if that is how you are zoning. On the room air flow tab you can select shut-off vav for any interior room.

A vav RTU can serve both interior and perimeter. Select fan powered vav system and override the interior rooms with shut-off vav terminals from the airflows tab. This may simplify you duct routing. Refer to Trace documentation under Help.
