[BLDG-SIM] eQUEST heat recovery/economizer control

Hello,

I am using eQUEST to simulate a VAVS system. The system has a minimum
air schedule that is 100% at night and about 75% during the day. The
system has an economizer with outdoor air temperature control and
drybulb high limit at 70F. The system also has a sensible HX ERV, with
control operation set to When Minimum OA, make-up temp control set to
Mixed Air Reset, and capacity control set to Modulate HX. During the day
when outdoor air temperature exceeds return air temperature, the system
continues to use 100% outdoor air rather than using some return air. Can
anyone help resolve this problem?
