[Bldg-sim] LEED eQuest model - no heating designed

Hello all --
I am doing this eQuest model for LEED purpose. In the
current mechanical design, there is no heating system.
Per ASHRAE 90.1-2004, the baseline model in this
climate is Packaged Terminal AC with Electric Heat
Pump. Now, I got two questions:

1. What should the heating system be in the proposed
model? Supposely fan coil units are providing cooling.

2. There is still some heating energy consumption(1%)
for the baseline building, even if I gave a very low
heating thermostat (38oF). Any suggestions for this?
