Changing the run period will change the initial starting conditions 
of the run.  This may explain why the boiler operates differently 
when you simulate just the summer season.  

The plant operation scheme should work to shut off the boiler.  
Please send your input file as a zipped attachment to energyplus-
support@xxxxxxxx or upload it to the problem files area in the yahoo 
group.

Another way to shut off heating for a season is to schedule the hot 
water supply pump to be off.  You may wish to do this in order to get 
your simulation working as desired.
