To be used, a controller must be reference by another object such as a 
CONTROLLER LIST.  If this is for a fancoil (FAN COIL UNIT:4 PIPE), you do not 
need a separate controller object, the controls are integrated in the FAN COIL 
UNIT:4 PIPE object.  See example file FanCoilAutoSize.idf.
