Seems like a problem.  According to the IDD:
   N4 , \field Slat angle
        \note If WindowShadingControl for the window that 
incorporates this blind
        \note has Type of Slat Angle Control for Blinds = FixedSlatAngle,
        \note then this is the fixed value of the slat angle;
        \note If WindowShadingControl for the window that 
incorporates this blind
        \note has Type of Slat Angle Control for Blinds = BlockBeamSolar,
        \note then this is the slat angle when slat angle control
        \note is not in effect (e.g., when there is no beam solar on 
the blind);
        \note Not used if WindowShadingControl for the window that 
incorporates this blind
        \note has Type of Slat Angle Control for Blinds = ScheduledSlatAngle.
        \type real
        \units deg
        \default 45
        \minimum 0
        \maximum 180
