I am not sure if the ice storage model will support this, but here is a 
suggestion to try.  Using the PLANT OPERATION SCHEMES object for the chilled 
water loop, specify COMPONENT SETPOINT BASED OPERATION with a schedule that is 
1 during unoccupied hours and 0 during occupied hours, then specify COOLING 
LOAD RANGE BASED OPERATION with a schedule that is 1 during occupied hours.  In 
the PLANT LOOP object, set the "Load Distribution Scheme" field to optimal or 
sequential or uniform as desired.
