In EnergyPlus, you would have two options:

BASEBOARD HEATER:Water:Convective - this is 100% convective.  (A combined 
convective/radiant model is in development, but I am not sure when it will be 
released.)

Make a small section of wall that contains a LOW TEMP RADIANT SYSTEM:HYDRONIC.  
The hydronic tubing cannot be the outer layer of the wall construction, but you 
could place a thin layer of metal as the inside surface of the construction and 
place the hydronice tubing before that.
