for calculation of solar direct normal radiation from solar direct
horizontal radiation I know a "simple" formula based on
solar height:

I_sol_dir_nor := I_sol_dir_hoz / (SIN (solar_height));

That is, the Direct Normal Solar Radiation is equal to the Direct 
Horizontal Radation / Sine of the Solar Height (altitude)

Direct Horizontal Radiation is Global Horizontal Radiation - Diffuse 
Horizontal Radiation

Of course, this means you must calculate the sun position for the time/date.

Or you can let the Weather Converter do it for you using a "custom 
file format" and a "def" (definitions) file that tells the program 
about the data file.
