90.1-2007 Table D has a table of cites with their 1% design conditions as well as HDD65 and CDD50.
I would guess the Coldest City is International Falls, MN (-29F heating with 83F cooling for a 112F range)
In our extreme studies, we have used a hot & humid location and as well as a hot & dry location.
The ASHRAE Fundamentals CD has even more detailed info but as a table per station format it is harder to compare across stations.

I agree about KC being the worst of both, I live in Omaha which is about the same.

If you are meaning a weather city that displays both extremes, try Kansas City. We are -2 db winter and 96/76 summer, with extremes that have gone below and above that, respectively.
Obviously we are not as cold as Minot and not as hot as Shreveport, but I wouldn't think too many places can claim a 98 degree annual range.

I was asked to model for the worst cases coldest and hottest. In the continental U.S.
I'm thinking Minot North Dakota, and Shreveport Louisiana.
For hot, I was thinking hot and humid.
Any good (bad) places for a 8760 model for the two extremes?
