It would help to get the BEPS/BEPU/PSE reports to see where the decrease is coming from.  However, there are a few standard things that lead to this problem.  You may want to check that if you have any SET-DEFAULTS defined for VAV, they will not apply to the PIU system when you switch over so you should check the actual model files for each run to make sure the inputs are the same.  You can easily do this by taking the parametric .inp and saving it as a different file and opening it.
