[BLDG-SIM] TMY2 Data Conversion to Bin Data

There HAS to be a way to get a text file of the 8,760 hours of data from a
TMY2.bin file used in eQuest and DOE-2.1E. I know there is a weather utility
in both programs, but I am not sure of how to set up the command line or how
to execute it.
 
Someone smart out there KNOWS how to do it.
