Vikram,

Sounds like Georgia Power. I don't know exactly how to do 
this in DOE-2.2 but I know that it can be done in DOE-2.1e. 
If you look at Example 12 "Mixed Energy Block Types with 
Complex Demand Ratchets" on page 5.47 of the DOE-2.1e 
Supplement you will see this rate described (some of the 
numbers have changed since then).  

You will probably need to use the KWH/KW-LIMITSUM option. I 
think the only difference in DOE-2.2 is that the numbers in 
the block data are entered differently.
