Varkie, I don't know where you got the idea that steam
distributed through a district system is "waste
energy."  While about 2/3 of the energy going out the
cooling tower is from condensing steam back into
water, turbine discharge pressures at a typical power
plant are sub-atmospheric (relatively low
temperatures).  Bleed steam taken out of a point on
the turbine and put into a district system is steam
that is not generating all the electric power that it
could.

PS The likely reason that summer rates are being
offered is to boost sales and improve load factor in
the non-heating season.
