[BLDG-SIM] Heat recovery not functioning in EE4

has anyone had a problem with heat recovery in EE4?  If i add heat
recovery to my sytems there is NO impact on energy consumption!  i think
EE4 is only used by folks in canada for CBIP so unfortunately that
probably narrows down who can help me.
