[bldg-sim] eQUEST: Gas Cost Factor

[Gerald Pde]

For utility rate structure, I have monthly cost
adjustment and Gas Cost Factor that need to build into
the rate structure. Can anyone tell me how to put in
Gas Cost Factors into eQUEST rate structure?
