[BLDG-SIM] Using -999 in Min OA Schedule in eQuest

Are you opening eQUEST in the Detailed Interface Mode?

I know DOE-2 has always been "-999" friendly, and
indeed have seen DOE-2.2 input files with -999 used.

I haven't try this myself, but it may be the "kicker."
