[bldg-sim] ASHRAE 90.1 2004 fan system efficiency

I am just trying to establish whether ASHRAE 90.1 2004 requires the proposed 
building to use the same fan system efficiency (kW/cfm) as the baseline 
(Refer to page 69 of the standard) for the Energy cost budget methodology.

Have there been any previous variances on this?

Any direction will help.
