As DAYSIM weather files are based on Energy Plus weather files, you could just convert Energy Plus files directly into DOE-2/eQuest bin files using the eQ_WthProc executable from the DOE-2 web site:

Hello all,

I need to modify the direct normal and total horizontal solar values in the
BIN format TMY2 weather file used by DOE-2/eQUEST to ensure both DAYSIM and
DOE-2 provide the same exterior horizontal illuminance. Any pointers on how
this can be done or an alternative approach will be appreciated.
