A database of lab energy use is available at http://labs21.lbl.gov/. I'm fairly sure it can be filtered by region.
Documents discussing the data are at: http://www.labs21century.gov/toolkit/benchmarking.htm
For creating a model to benchmark a specific design and location, guidelines for reasonable exceptions to the ECB and App G PRM are discussed in:
http://www.labs21century.gov/pdf/ashrae_v1_508.pdf
and

Subject: [BLDG-SIM] energy benchmark for lab buildings
Dear all,
I was going through the Architecture 2030 challenge targets but could not find energy performance benchmark for laboratory buildings. The labs21century.gov website has information about energy efficient lab design but I could not locate any quantitative benchmarks.
Any pointers to accepted benchmarks for lab buildings (specifically for midwest climate or otherwise) will be highly appreciated.
Thanks,
