[BLDG-SIM] eQUEST: Insulation

Two things,

1. eQuest can get a lil buggy when you switch from 1 wizard to
another, I suggest doing the whole thing in detailed design wizard.
2. The location of the building (climate) will also effect the
usefulness of insulation.
