[BLDG-SIM] White Tags

Sterling Planet has rolled out a White Tag program and are claiming:
 
 "Sterling Planet has built technology to establish acurate (greater
than 99.9%) scalable and cost-effective processes for the measurement
and verification and certification of White Tag Certificates".
 
I'm no expert but greater than 99.9% accuracy in M&V of energy
efficiency projects seems....ummm...unlikely.  Can anyone offer some
insight into their claims?
