[Bldg-sim] Reclaimed land to consider to the previously developed

Sir,
 I am doing project study that is under conceptual stage. For the project
SS.CREDIT.2 (development density and community connectivity) is not
applicable. To achieve this credit they have only one option i.e. (Option 2:
Construct / develop in previously developed site 
              AND with 0.5 mile of a neighborhood with an average density of
10 units per acre AND within 0.5 mile of at least 10 basic services AND
pedestrian access between the building & the services).
 ( Reclaimed land to consider to the previously developed.)
