[Bldg-sim] HP unmet hours

 I am simulating a 60000 sq ft office building, whose baseline is PSZ-HP. My proposed model has only 0.25 unmet hours but the baseline which is a water-source heat pump has 2.9% unmet hours. The building is located in Houston .
 
In the detailed mode, I tried to introduce a baseboard schedule for the morning hrs, but was unsuccessful. Could you please explain, how to introduce baseboard heating in the perimeter zones only and in the morning hrs. tagging to an existing schedule or creating a new one with end month as 12 and end day as 31 is not working out.
 
Can anyone tell me how to work with a baseboard schedule in detailed edit mode?
