[Bldg-sim] ASHRAE 62.1

I am working on an existing building, trying to show compliance with 
ASHRAE 62.1. The supply and return diffusers are in the ceiling and that 
forces dividing by a 0.8 factor that increases the outside air 
requirement by 25%. The building was designed in the late sixties to CA 
T-24. It appears to have about 20% outside air. This seems pretty good, 
at first look, but it doesn't seem to satisfy 62.1. Any and all advice 
will be appreciated.
