You may want to look at Meteonorm. I have a weather file for Kabul, but it is in .tm2 format for TRNSYS.

Meteonorm also has: Herat, Kandahar, Termez and Zaranj.

I am doing some volunteer consulting (and research) with an organization in Kabul that is looking to reduce its energy dependency on the stressed grid. Measures that I may assess are day lighting, solar thermal, increased insulation,  enhanced glazing, thermal mass effects with night purge for heating / cooling, etc.. Installations need to be cost effective, structurally sound, and require minimal technical simple.

I appreciate any assistance you can provide.
