Did anyone mention esp-r? Free software, so no limitations and available
from
http://www.esru.strath.ac.uk/Programs/ESP-r.htm
Still, "best modeling tool" tends to be a rather subjective grading
scheme. Having an all-in-one solution is nice to reuse information that
you would need to convert or input several times with specialized
solutions. The specialized ones usually are more powerful for
complicated use-cases. E.g. almost all solutions (including above
mentioned esp-r) somehow integrate an interface to Radiance for
(day)lighting.
