Dear Ben,
I think you are right, the DCLD is the most important issue when considering District Cooling. I think you could calculate the pump energy consumption compared to the chiller consumption to determine whether to use the district cooling or not.
I have a district cooling case in China. The ground surface area of the park is about 58000m2 (160000m2 building area), and the peak cooling load is 5000RT. Actually, the park is even larger. the peak load of the district cooling will be increased to 16000RT, but I don't have the information of the rest of the park surface area. For your reference.
