It always needs to be a subsurface (though it can be a very large window on 
a wall).

It is not possible to go from DXF directly.  Look at the IFCtoIDF users 
guide in the PreProcess\IFCtoIDF folder -- it should direct you to several 
programs that can create IFC models suitable for translation into 
EnergyPlus.  One is Archicad, for example.  I don't know if any of these 
can take DXF as input or not.
