[EnergyPlus_Support] custom weatherfile

hi,
I'm creating a custom weather file based on the actual
data measured on site. I would like to know-
What time does the time step in the weather files
(TMY2 and EPW)refers to? Is it LST or Solar Time? I
presume it is LST for all the data columns
(temperaures, radiation, etc.) 
Can anyone kindly clarify? Thanks,
