In a word, no.  We are trying to maintain forwards
compatibility.  (provide transition programs so that 1.0.0 files can
be read in 1.0.1 and then another for 1.0.1=>1.0.2 but not the
reverse.)

In addition, newer versions will fix problems that might have occurred in
earlier versions.
