You can look in the Meter Detail file to determine what is on a particular "meter"?  If you are talking above about the "building meter"  (i.e. Electricity:Building), then yes it is only the zone lights and electric equipment -- though this may also include the zone Baseboard heat electricity and perhaps ventilation fan electricity (simple ventilation).

If you're saying the "facility" meter, (i.e. Electricity:Facility), then it includes more.  Below, I've copied the descriptions of these two meters from the "Small Office" example file:

 For Meter=Electricity:Facility [J], contents are:
  ZSF1:Lights-Electric Consumption[J]
  ZNF1:Lights-Electric Consumption[J]
  ZSF2:Lights-Electric Consumption[J]
