OK, I figured out why my external heat transfer coefficients aren't affected
by windspeed - it's because I used the NoWind option when defining my
surfaces!

I am running some steady-state EnergyPlus simulations and am getting some
unexpected external heat transfer coefficients reported in the eso file. It
seems that for rough walls I get an external heat transfer coefficient of
12.49 whatever value of wind speed I enter in the DesignDay section of the
input file. Using the simple algorithm, I would expect this value for
windspeed =0 (looking at the equation in the documentation) but would expect
a much higher value for a windspeed of 30 m/s.
Also, I get this value whether I request the simple or detailed external
heat transfer coefficient algorithm. Have I missed something here? I've
attached an input file which illustrates the problem. Thanks for your help.
