I would like the follow suggestion for a future
release of EnergyPlus:

Add a conditional field for the condition when a
holiday falls on a weekend.

if <Day of week for the SpecialDay> = <Weekday> then
<SpecialDay> = <Previous or Next> <Weekday>

Example

if <day of week for July 4> = <Sunday> then Holiday =
<Next> <Monday>

or Monday, July 5
