[EnergyPlus_Support] Modelling External Surface Emission

would like to know if it is possible to model external surface 
emission properties in the calculation of building energy 
performance using EnergyPLUS.

Any one can suggest other programs or methods which take into 
account effects of external surface emission in the calculation of 
building cooling loads.

"The setup is to simulate the effect of different paint types with 
varying surface emission properties which can influence the surface 
temperature and emitted radiation at night to sky."
