Two options:

When you install EnergyPlus, you have the option of
selecting the DOE-2 translator.  It you do install it, it
is in the   EnergyPlus\PreProcess\DOE2Translator
directory.

DrawBDL   (www.drawbdl.com) can also convert the
geometry portion of DOE-2 files to EnergyPlus IDF
(and lets you view EnergyPlus IDFs graphically).

I think there is a program that can convert DOE2 input file into 
Energyplus input file. But I can not find where it is. Can anyone 
help me on this?
