I am not familiar with HPBAnalyser.  The most straightforward approach is to 
use a spreadsheet to calculate energy costs using the energy consumption 
reported from EnergyPlus.  It can be convenient to use the predefined 
Report:Table:Monthly object named "Energy Consumption - Electricity & Natural 
Gas" which is in EnergyPlus\DataSets\StandardReports.idf to obtain monthly 
energy and demand values for electricity and natural gas.  For time-of-use 
rates, you will need to report meters on an hourly basis.  Internal utility 
rate calculations are planned for a future release of EnergyPlus.
