[EnergyPlus_Support] Update for HVAC Templates added to files area

A new file has been uploaded to the Files area of the EnergyPlus_Support 
group.

  File        : /Updates/HVACTemplateUpdateApr2004.zip 
  Description : HVAC Templates - Bug fix for unitary air loop with electric
  heat, new option to specify VAV reheat coil type, and other minor changes. 
  See readme.txt for details.

Details from readme file:

CR6309, Fixed a bug in HVAC Templates when using an electric heating 
coil with UnitaryAirLoop[] and UnitaryAirLoop-Autosize[].  

CR6310, Example file EnergyPlus\Templates\5ZoneAuto-TE.imf had a value 
of 21.2 instead of 21.1 in the Htg-SetP-DSch-WintDes DAYSCHEDULE object.  

CR6311, In HVAC Templates added new ReheatCoilType option to 
VAVZone-Autosize command in HVACTemplates-Autosize.imf.  

CR6312, In the HVAC Template Commands-Autosize.imf dataset file add 
missing parameter for chiller COP, fix options on ChillerCondType 
and cleanup some comments.
