[EnergyPlus_Support] setpoint

Hi, dear all

I simulated a building and used single duct VAV with reheat. I 
specified the zone thermostats to control the zone temperatures. 
However, the mean air temperatures are not even close to the 
setpoints (in summer condition, it is 50C while setpoint is 30C). 
Also I change the setpoints, but the mean air temperatures won't 
change at all. 

I just create my file by looking at the example 
file "SingleDuctVAVReheat". What mistakes do I probably make?
Is the norminal capacity of purchased chilled water too small?
