This depends on the system type.  For DX cooling, this is controlled in the 
unitary or furnace equipment object along with a ZONE CONTROL:HUMIDISTAT 
object. See the FurnaceWithDXSystemRHcontrol.idf and WindACRHControl.idf 
examples.  

For chilled water systems, use the SET POINT MANAGER:SINGLE ZONE MAX HUM to 
control the setpoint leaving the chilled water coil.  See the 
5ZoneWaterCooled_HighRHControl.idf example.
