Plan Area Density = Built Area / Total Reference Area
where:
Built Area = looking from above (plan view), the area which contains buildings
or other significant structures within the reference area
Total Reference Area = area surrounding the building that extends from a radius
of 10 times building height to a radius of 25 times the building height
