[EnergyPlus_Support] Update -- EPlusWth.dll uploaded

The error detection by the weather converter program is pretty
rudimentary.   This update to the DLL tries to help out a person with a
badly formatted file pinpoint the error sooner.

   File        : /Updates/Windows/EPlusWth.dll

   Description : Update to EPlusWth.dll -- goes in the same folder with the
Weather Converter program.
