An air-to-air heat exchanger is typically used for pretreating outdoor
air. The "Nominal supply air flow rate" should be within the range of
50% to 130% of the outdoor air flow rate.  The nominal supply air flow
rate specifies the rating point for the air-to-air heat exchanger and is
not necessarily the actual operating flow rate.  The actual air flow
rate can be higher or lower than the nominal air flow rate as long as it
is within 50% to 130% of the nominal supply air flow rate.  If the
outdoor air flow rate is autosized and the user attempts to specify the
flow rate through the air-to-air heat exchanger, the specified flow rate
must be in the range of 50% to 130% of the autosized outdoor air flow
rate.  If a specific outdoor air flow rate is required for the
air-to-air heat exchanger for a given simulation, do not autosize the
outdoor air flow rate. If autosizing the outdoor air flow rate is
desired, run the simulation and check the *.eio file for the autosized
outdoor air flow rate and set the "Nominal supply air flow rate" through
the heat exchanger to be within 50% to 130% of this value.  See Heat
