[EnergyPlus_Support] Resource/Reliability of DOE International Weather Data?

Hi, there

There is a question regarding the resource of weather
files - 

I have been converting a DOE weather file of Nanjing,
CHINA into E+ format and studied some statistics from
it. Recently question came up about where the year
data came from? 

I don't know whether these international year-round
weather data were composed the same way as TMY2 files.
Can anybody provide some information about the
reliability of the DOE international weather data.
